About Toby;

Brock has always been home for me. Growing up here, my mom, dad, and grandfather were educators and coaches at Brock, and I learned the importance of community, dedication, and service. I had the privilege of being part of Brock’s first boys’ state championship team in Basketball, playing alongside my brother and being coached by my dad. Those experiences shaped my commitment to giving back to the place that gave me so much.

After graduating from Hardin-Simmons University with a degree in Political Science, I earned my Juris Doctorate and began a diverse career spanning law, policy, and technology. I’ve mediated cases in Arizona’s Superior Court, worked on constitutional issues for the sovereign San Carlos Apache Nation, and contributed to research on education and tax policy as a fellow at the Goldwater Institute. I’ve also had the honor of working in the Texas House of Representatives, the U.S. Senate for Texas Senator Kay Bailey Hutchison, and contributing to a UN resolution on the preservation of Indigenous languages through AI technology.

I’ve spent over 25 years in the tech industry and have built multiple companies as well as Artificial Intelligence products at Facebook, Netflix, and LinkedIn used by billions of people every day. I’ve also had the opportunity to work with the Bangladesh government about AI’s role in combating terrorism, collaborated with the Royal Spanish Academy and the King of Spain on Spanish datasets used to train AI, and lectured at Georgia Tech’s master in computer science program on AI global policy and transparency.

My heart has always remained in Brock, and Missy and I are raising our four boys here. Recently, I led the committee for Brock’s most recent bond, and I love volunteering for our UIL academic meets (Debate students shout out!), career days, and coaching middle school tennis and Little Dribblers.

As I run for re-election to the Brock ISD School Board, I’m driven by the values of love, excellence, and service that this community has instilled in me. I believe in strong, transparent governance that supports both the academic and personal growth of every student. Education is changing, and I’m committed to ensuring Brock remains the best place in Texas for our children to learn, grow, and succeed.

Policy Statements: 
  1. Upholding Constitutional Rights and Parental Authority
    • I believe we should uphold the constitutional rights of free speech and religious freedom in our schools. I believe parents have the fundamental right to direct their children’s education and healthcare, including full access to all records.
  2. Promoting Local Control and Fiscal Responsibility in Education
    • I support local control and fiscal responsibility in education. I advocate for transparent governance, efficient use of resources, and innovation within our means to make our schools the best in Texas.
  3. Protecting Traditional Values and Ensuring Safe Learning Environments
    • I am committed to protecting traditional values and ensuring safe and orderly learning environments, including maintaining fairness in sports and privacy in facilities based on biological sex.
  4. Enhancing School Safety through Second Amendment Rights
    • I believe in enhancing school safety by allowing licensed and trained faculty to carry firearms on school premises to protect our students and staff.
  5. Championing Parental Choice and Educational Freedom
    • I support parental choice and educational freedom. Regardless of funding models, I believe we must innovate and operate within resource constraints as a public school to provide the best education in Texas. Competition is beneficial and can elevate educational outcomes, but we must ensure that tax dollars are spent with accountability across the board. I choose Public Education and I choose to make it the best place to get an education. Brock is my home long term and Im here to win for our Kids! 
  6. Prioritizing Teachers & Classroom Funding work to Reduce Administrative Overhead
    • Teaching should not be a second job, our teachers need a living wage! The better teachers we have the better education outcomes we can get. I believe in maximizing the efficiency of our school operations by reducing administrative bureaucracy and directing more funding to classrooms and teachers. Our priority should be to invest in educators and students, ensuring that resources are used where they make the most impact—inside the classroom.
